The present invention relates to an apparatus for producing and supplying hydrogen gas for combustion using waste heat and waste steam of a boiler, configured to utilize the waste heat and waste steam, which are generated during a process of operating the boiler using hydrogen as combustion gas, in generation of hydrogen gas, and to supply the same as combustion gas. To realize this, the present invention comprises: a boiler (10) for generating steam by high-temperature heating of a hydrogen gas burner (11) installed inside thereof; a steam supply pipe (30) supplying the high-temperature steam generated in the boiler (10) to a heating appliance (20); a steam return pipe (50) in which the waste steam, gone through heat exchange in the heating appliance, is returned; a reforming reactor (40) in which the waste steam returned through the steam return pipe (50) and fuel compounds with hydrogen atoms are individually introduced from one side thereof, and pyrolysis of the waste steam and the fuel compounds occurs after then; a waste heat induction pipe (60) for inducing the reforming reactor (40) to be in a state of high temperature by inducing the waste heat generated in the boiler (10) to the reforming reactor (40); and a hydrogen supply pipe (80) for supplying the hydrogen gas, which is decomposed and separated in the reforming reactor (40) through the pyrolysis, to the hydrogen gas burner (11) in the boiler (10).
