The present invention relates to an apparatus for preventing an inflow of foreign matters and a manhole cover having the same and, more specifically, to an apparatus for preventing an inflow of foreign matters and a manhole cover having the same which are installed on a manhole of a drainage way or a drain to collect rainwater and the like and prevents the foreign matters such as leaves, various wastes, or the like from flowing into the manhole. The present specification discloses the apparatus for preventing the inflow of foreign matters, which is installed on an upper part of the manhole and is installed in a grating part, where a plurality of a horizontal bars and vertical bars cross each other to be coupled, wherein a plurality of outlets penetrate the lattice structure of the grating part in a vertical direction.
