A constant fraction discrimination type time pickoff apparatus and a method thereof are disclosed. According to an embodiment of the present invention, the time pickoff apparatus comprises: an automatic gain control unit which detects the size of a first input signal received, controls the gain of an amplifier depending on the size of the detected first input signal, and outputs by normalizing the size of the first input signal into a predetermined size; a constant fraction discriminating unit for outputting a first signal which delays the signal outputted from the automatic gain control unit by a predetermined time, and a second signal which is regulated by a predetermined size ratio; and a comparator which compares the first signal with the second signal in order to correspond to the received first input signal. Therefore, the constant fraction discrimination type time pickoff apparatus can reduce a time walk due to the gradient and size of an input signal wave pattern and can perform accurate time measurement by consistently maintaining the size of an input signal in a particle physics or timing measuring device.
