The present invention provides equipment for manufacturing a vehicle headrest stay rod by forming a pipe which includes a slitting portion (100) slitting flat metallic material moved along a set moving path (a) to have predetermined width; groove forming portions (200, 300) forming one or more notch grooves (51) on a set position of the slit metallic material; a pipe forming portion (400) forming the metallic material having the one or more notch grooves (51) in a cylindrical shape, and welding both surface portions of the metallic material to form a pipe; and a shape forming portion (500) cutting the pipe in a set length and bending the cut pipe in a set shape. Also, the present invention discloses a method for manufacturing a vehicle headrest stay rod using the equipment for manufacturing a vehicle headrest stay rod.
