The present invention relates to a method for manufacturing flat composite fiber with a sheath-core structure having a non-circular cross section and to flat composite fiber with a sheath-core structure having a non-circular cross section manufactured thereby, the manufacturing method comprising the steps of: manufacturing a master batch chip by mixing an inorganic ceramic component and polyester-based resin; and manufacturing yarn by melt-spinning through a spinneret with a sheath-core structure by using, as a core part, the master batch chip and, as a sheath part, one or more kinds of materials with high thermal conductivity selected from the group consisting of oxides, nitrides, carbides and nanomaterials, and nylon and a polyester chip. The flat composite fiber with a sheath-core structure having a non-circular cross section according to the present invention not only exhibits excellent initial cool touch feeling but also maintains the performance of the cool feeling in outdoor activity after wearing by blocking solar heat rays during outdoor activity. Also, the flat composite fiber with a sheath-core structure having a non-circular cross section according to the present invention has absorbs and dries sweat, which is discharged from a human body, rapidly via the formation of capillary tubes caused by the fiber having a non-circular cross section.
