The present invention relates to a plant growth promoting agent and a nematocide using Lysobacter capsici YS1215 isolated from soil fluently including crab shell. Provided is a plant growth promoting agent and a nematocide, which are an environmentally friendly insecticide replacing an existing technology having a side effect of increasing a chemical resistance of root-knot nematode by overuse of a nematocide using a chemical insecticidal method, and having physical, time, and labor restrictions, to not only be able to kill larvae of nematode and control egg eclosion, but also promote growth of crops by producing plant growth hormone.
