The present invention relates to a device for positioning a precast concrete slab panel and preventing the precast concrete slab panel from floating when a filler is introduced, and a positioning and floating preventing method using the same. The device includes a frame having a lower frame, a vertical frame connected to the lower frame and having a first hole formed in a horizontal direction, and a horizontal frame bent from the vertical frame and extending in a horizontal direction, and having a second hole formed in the vertical direction; and a bolt part having a positioning bolt engaged to the first hole formed in the vertical frame of the frame to adjust the position of a precast concrete slab panel, and a floating preventing bolt engaged to the second hole formed in the horizontal frame of the frame to prevent the precast concrete slab panel from being floating when a filler is introduced. The device for positioning a precast concrete slab panel and preventing the precast concrete slab panel from floating can prevent the precast concrete slab panel as well as adjust the position and can maintain the initially adjusted position by injecting the filler while the bolts are positioned, when a mold is installed and the filler is injected, since fixed and positioned at a position where there is not interruption with the precast concrete slab.
