The present invention relates to a method for manufacturing a fishing reef, and the method of the present invention comprises: a preparing step (S10) of preparing sericite and illite minerals of which silicate is removed; a processing step (S20) of crushing the minerals of the preparing step (S10) to remove impurities, performing drying and dehydration, selecting the minerals, of which moisture is removed, through a sieve, and then processing the selected minerals into a fine powder; a mixing step (S30) of kneading a mixture obtained by mixing the pulverized minerals of the processing step (S20) with 0.5-3.5 wt% of a sericite powder, 9-12 wt% of an illite powder, 35-37 wt% of gravel, 25-27 wt% of sand, 13-15 wt% of cement, 1-1.5 wt% of a mixing agent, and 5-7 wt% of water; a molding step (S40) of molding the mixture of the mixing step (S30) through a cast to form a temporary product; and a finishing step (S50) of hardening the temporary product of the molding step (S40), and then separating the cast, followed by curing for 10-15 days, thereby forming a fishing reef (F). Accordingly, the present invention provides effects of improving the water environment and smoothening fish spawning and breeding by neutralizing the toxicity of the cement to significantly reduce the contamination of the sea floor or the like.
