The present invention relates to a method and an apparatus for tracking multiple moving objects in an image surveillance system, the method comprising the steps of: tracking, by an image surveillance apparatus, a moving area of at least one moving object using a RGB background modeling from the input image; imparting labels to each of the moving areas and merging the moving areas according to the imparted labels; identifying at least one moving object; searching for the location of a tracking object using the identified moving object; and tracking the object in the image based on the searched location.
