Idle channel utilization and idle channel, how to improve accessibility

The present invention relates to a method for utilizing idle channels and improving accessibility to idle channels whereby a menu, a category, and various functions of a channel on air can be easily accessed by using the idle channels through which broadcasting is not provided. The method comprises the steps of: matching idle channels to a menu, a category, and each function button of each channel, providing broadcasting contents, one-to-one; transmitting a channel number of a relevant idle channel to a set-top box when the menu, the category or the function button of the idle channel is selected; transmitting the idle channel number from the set-top box to a broadcasting and channel server; and receiving broadcasting contents of a channel, a viewer selects, from the broadcasting and channel server.
