The present invention relates to heatless oil-in-water type regeneration additives for a recycled cold asphalt concrete mixture, which can be manufactured at room temperature without a heating process, to recycled cold asphalt concrete using the same, and to a manufacturing method thereof. More specifically, the present invention relates to heatless oil-in-water type regeneration additives, including 45-75 wt% of mixed oil parts having a mixture of evaporated residues of cashew nut shell liquid (CNSL) and paraffinic component-containing oil, and 25-55 wt% of water parts that are nonionic emulsified water, to recycled cold asphalt concrete using the same, and to a manufacturing method thereof.
