The present invention relates to an advanced wastewater treatment apparatus and an advanced wastewater treatment method using inflow carbon in sequential batch reacting (SBR) activated sludge process, and more particularly, to an apparatus which makes uniform inflow of waste water into a SBR reactor in using SBR activated sludge process, maximizes initial stirring effects through the generation of vortexes, and prevents the generation of air bubbles beforehand which may occur due to a head of water flowed in. An advanced wastewater treatment apparatus according to the present invention comprises: a flow adjustment tank into which waste water is flowed; a SBR reactor which performs reaction, stirring, and precipitation for waste water flowed in; a water level system which classifies waste water flowed into the flow adjustment tank according to predetermined levels and sends information on measured levels to a control unit; a control unit which controls wastewater flowed in, according to the amount thereof, to let the wastewater flow into the SBR reactor at a predetermined ratio; underwater stirring devices which are installed to be placed in a diagonal direction within the SBR reactor; a vortex generation device which is installed in a predetermined position on a line extending from the underwater stirring devices or installed on an inner head surface of the SBR reactor; and a distribution pipe which is installed at an front end of the inflow pipe of the SBR reactor, wherein the advancement treatment apparatus is operated using SBR active sludge process to automatically control the driving mode of a SBR reactor, reliable treatment efficiency is maintained by a control unit for a SBR reactor despite changes in the amount of wastewater flowed in, initial stirring effects are maximized by the generation of vortexes, and the generation of air bubbles which may occur due to a head of water flowed in are prevented beforehand.
