The present invention provides a detection system for radioactive matter leakage accident which comprises: a surveillance camera installed inside and outside a nuclear power plant; and an analyzing unit for analyzing an image acquired by the surveillance camera and determining the presence or absence of a radioactive matter leakage. The analyzing unit is made to determine that there is a radioactive matter leakage when a distribution ratio of a speckle, which increases in a linear way in proportion to a dose rate from among all pixels of the image of the surveillance camera, exceeds a reference value.
