The present invention relates to a pavement method wherein an intermediate layer is formed by penetrating non-solidifying rubber asphalt on an upper portion, which is formed of an asphalt mixture for a base layer, or cement concrete, and thereby, a permeable layer and an impermeable layer (intermediate layer) can be formed by constructing a surface layer only one time. The non-solidifying rubber asphalt layer has water resistance and drainage functions and thereby is able to prevent completely water or moisture from being absorbed to a lower layer. Therefore, there is an effect of preventing a road damage occurring due to a freezing phenomenon of water penetrating into the ground in winter.
