The present invention relates to a member to couple and fixate a vegetation soil bag to a rock slope or a wall of a structure, and a greening method using the same. The present invention provides the member to couple and fixate the vegetation soil bag to the rock slope or the wall of the structure comprising: a coupling ring mounted to a joining member while an inlet of the vegetation soil bag turns inside out after being inserted through the coupling ring; a coupling tie coupling the inlet of the vegetation soil bag turned inside out to an outer side adjacent to the coupling ring; the joining member wherein the coupling ring coupled with the vegetation soil bag is mounted inside joined to the rock slope or the wall of the structure; and a fixing member fixating the joining member to the rock slope or the wall of the structure and the greening method of the rock slope or the wall of the structure using the vegetation soil bag. The present invention is capable of fixating the vegetation soil bag while the vegetation soil bag is coupled by coupling the inlet of the vegetation soil bag to the coupling ring and mounting the coupling ring coupled with the vegetation soil bag inside the joining member; thus preventing a separation of the vegetation soil bag, stably maintaining the rock slope, and rapidly greening the rock slope.
