The present invention relates to a rubber composition of a diaphragm for a compressed natural gas regulator of a vehicle, and to a rubber complex and a diaphragm using the same and, more specifically, to a rubber composition of a diaphragm for a compressed natural gas regulator of a vehicle enhancing the adhesive strength to a rubber reinforcing fiber, and to a rubber complex and a diaphragm using the same. The rubber composition of a diaphragm for a compressed natural gas regulator of a vehicle in the present invention comprises 5-25 phr of carbon black, 8-12 phr of silica, 0.5-3.0 phr of a silane coupling agent, 1-5 phr of a resorcinol-formaldehyde (RF) resin, 0.5-2 phr of hexamethoxymethyl melamine (HMMM), 3-8 phr of zinc oxide, 0.5-2 phr of stearine, 1-3 phr of an anti-oxidant agent, 5-10 phr of a plasticizer, 1-3 phr of a crosslinking agent, and 1-3 phr of a crosslinking promoter.
