The present invention relates to a multi-level flattening apparatus for reducing a conveyed coal load for improving drying efficiency. The present invention comprises: a first coal dryer where a first steam chamber and a second steam chamber and a first exhaust gas chamber and a second exhaust gas chamber are installed; a second coal dryer where a third steam chamber and a fourth steam chamber and a third exhaust gas chamber and a fourth exhaust gas chamber are installed; and a fixed quantity coal supply device where a first guide bar and a second guide bar and a third guide bar and a fourth guide bar are installed and supplying a predetermined amount of coal to the surface. A coal drying system using reheat steam comprises: a column shaped body; a dividing protrusion; and a plurality of flattening devices having a pair of fixing members. The present invention prevents incomplete combustion of coal and improves availability of the low-grade coal to improve stability of a coal supply.;COPYRIGHT KIPO 2016
