FIELD: electricity.;SUBSTANCE: device consists of torsion limiter installed eccentrically in regards to a wire and torsional vibrations exciter installed at the wire through a spiral protector so that its centre of mass is placed sideways from the wire longitudinal axis and located in horizontal plane. The torsion limiter is made as a closed body with guides and springs installed in it with rigidity of C=c₁, c₂, …, c_n and loads with mass of M=m₁+m₂…+m_n and shaped openings, at that the body is filled with gas or antifreeze.
