The apparatus comprises a motor, a gear unit and a planetary gear. A planetary gear set so as to surround a planet carrier is rotatably arranged on the latter, the planetary gear set is by a sun gear and engages in distributed around the sun gear, a ring gear is arranged around this outside of the planetary gear set and engages in the planetary gear unit, and the planet carrier is provided with a brake. The motor is connected to an output shaft of the transmission, the sun gear, is fastened at the output shaft of the transmission, is a clutch between the output shaft of the transmission and the planet carrier is arranged, the ring gear is fixedly connected with one end of an input shaft, and the other end of the input shaft is connected with a drive shaft of a wheel. In that in the case of the present invention, the structure of the planetary gear is improved and is actively controlled, under the condition that the rotational speed of the input end of the device gradually decreases, the rotational speed of the exit end of the device according to need be increased, in such a way that the apparatus which drives a generator speed, as a result of which a larger required braking moment and against the same time, for the purpose of increasing of the recovery of energy generation of current is satisfied.
