The present invention relates to a cosmetic composition comprising, in a physiologically acceptable medium, an emulsion containing at least one aqueous phase and an oily phase, the oily phase containing at least: (i) a compound comprising 10 to 99,9%, preferably from 55 to 99,9% by weight of elastomer (s) of silicone and 0,1 to 10% by weight of surfactant - active substance (s), (ii) a powder of silicone elastomer coated with a silicone resin, and (iii) a load which contains a polymer comprising at least the monomer alkyl (meth) acrylate, the compound (i) being different from the powder (ii).
