The invention relates to a device for applying a predetermined voltage without exceeding it in order to ensure accurate repeatability of the load exerted relative to the tensioning means employed having no fine pitch incrementation. The device comprises rollers (1) serving as a guide for a flat strap, these rollers are connected to each other by means of brackets (3) (9) via axes (4), in operation, the springs (2) provide the mechanical energy necessary for the system so that when the strap is stretched under the action of any means used, they determine, through a predetermined tension, a tension value of the appropriate strap. The achievement of this value is obtained when the ideal zone of tension, materialized by a cold marking (5) made on the interior fittings (9), is in correspondence with the corner of the adjoining fitting, similar to a pointer ( 7). An axis (6) disposed between notches (8) at the fittings, limits the movement of the device to avoid damaging the springs when exceeding the tension of the strap.
