A server device is provided with: a compression and encoding unit for compressing and encoding screen information or image information downloaded from a Web server upon the Internet in response to an instruction from a portable terminal; a packet transmission unit which stores the output signal from the compression and encoding unit into packets and transmits the packets to the portable terminal from via a packet transfer device; and a video image quality measurement unit which refers to the input signal for the compression and encoding unit, a signal which has been decoded from the output signal from the compression and encoding unit, transmission timings of the packets, and reception timings of the packets by the portable terminal to measure video image quality. The present invention allows the objective quality of the video image displayed upon the portable terminal to be measured at the server device side when the portable terminal operates while communicating with the server device via the packet transfer device upon the mobile network.
