Disclosed are an LED dimmer which changes the illumination level of an LED light-emitting unit in accordance with the switching of a power switch, an LED lighting device comprising same, and a method for controlling the dimming of the LED lighting device. The operating period of the LED lighting device changes in accordance with the switching of the power switch, and the dimming level for the next operating period is determined on the basis of the dimming level and time while the power switch was on during the previous operating period. If the time while the power switch was on during the previous operating period is less than a predetermined first reference time, or if the time while the power switch was on during the previous operating period is greater than or equal to a predetermined second reference time, the dimming level for the next operating period is maintained at the dimming level from the previous operating period. On the other hand, if the time while the power switch was on during the previous operating time is greater than or equal to the predetermined first reference time and less than the second reference time, the dimming level for the next operating time is set to a dimming level which is considered a next level after the dimming level from the previous operating period.
