PROBLEM TO BE SOLVED: To provide a device, system, method, and program for extracting necessary information while suppressing the extraction of unnecessary information.SOLUTION: A determination device 20 includes: a data collection part 22; a score calculation part 24; an utterance necessity determination part 25; and a determination result output part 26. The data collection part 22 collects a plurality of pieces of information. A score calculation part 24 calculates a value indicating the level of necessity of each information collected by the data collection part 22 on the basis of necessity-known information collected prior to the collection of the plurality of pieces of information. The utterance necessity determination part 25 determines the necessity of each information on the basis of whether or not a value calculated by the score calculation part 24 is a predetermined value or more. The determination result output part 26 extracts information determined to be necessary by the utterance necessity determination part 25 from among the plurality of pieces of information.SELECTED DRAWING: Figure 1
