PROBLEM TO BE SOLVED: To suppress a buffering time in a relay node to a minimum by synchronizing TDM scheduling cycles of a high-order PON and a low-order PON in a multistep PON system.;SOLUTION: Transmission data amounts reported from a plurality of ONUs to relay nodes are compacted and reported to an OLT and on the basis of the compacted transmission data amounts reported from the plurality of relay nodes, a permission band comprising a transmission start time and a transmission data amount to be allocated to each of the plurality of relay nodes is calculated and reported to each of the relay nodes. On the basis of the permission band reported to the relay node, a permission band including a transmission start time and a transmission data amount to be allocated to each of a plurality of ONUs under control of the relay node is calculated and reported to each of the ONUs. A transmission end time corresponding to the permission band allocated to a relay node by high-order PON band allocation means and a transmission end time corresponding to the permission band allocated to each of the ONUs under the control of the relay node by low-order PON band allocation means are synchronized.;SELECTED DRAWING: Figure 2;COPYRIGHT: (C)2016,JPO&INPIT
