PROBLEM TO BE SOLVED: To mitigate inconvenience for a user of an apparatus in regulating a power demand.SOLUTION: On the basis of a plurality of combinations of time-sequential generation power by photovoltaic power generation and time-sequential power demands by a plurality of apparatuses and a target value, in distribution by time zone of a discharge amount from a storage battery calculated for each combination for each of a plurality of time zones, for each success probability of regulation of the power demand for each apparatus group, a maximum value of values at which a ratio of the discharge amount equal to or more than the relevant value becomes equal to or more than the success probability, is calculated for each time zone. For each time zone, if a current power storage amount of the storage battery is less than a required amount of the time zone, for each success probability, the maximum value for each time zone calculated for the success probability is defined as an upper limit and shortage is distributed to each of time zones after the relevant time zone, thereby generating an operation plan. In a time zone where the shortage is distributed for a relatively low success probability, is placed before a time zone where shortage is distributed for a relatively high success probability.SELECTED DRAWING: Figure 4
