PROBLEM TO BE SOLVED: To facilitate refund of differences of the consumption tax or the like to people to be exempted from the tax.SOLUTION: Upon receiving a transmission request from a counter terminal 30, extraction means 22 extracts, from purchase information recorded in a database 211, purchase information corresponding to identification information included in the transmission request. Creation means 33 creates a tax-free export article purchase record sheet. Accommodation means 41 accommodates cash, e.g., coins and banknotes. Readout means 42 reads out identification information from a card 50.
