PROBLEM TO BE SOLVED: To simply set an appropriate measurement frequency range when measuring a capacitor.SOLUTION: A frequency determination device determines a frequency range of an AC signal applied to a capacitor in order to measure the characteristic of the capacitor. The frequency determination device comprises: a calculation unit for calculating data indicating relation between the frequency of the AC signal and a loss coefficient of the capacitor using an equivalent circuit model including the capacitance of the capacitor, equivalent parallel resistance, and equivalent series inductance; and a setting unit for determining the range of the frequency according to a prescribed value of the loss coefficient on the basis of the data indicating the relation between the frequency and the loss coefficient.SELECTED DRAWING: Figure 4
