PROBLEM TO BE SOLVED: To quickly respond to a failure which has occurred in a data center.SOLUTION: A detection unit 50 detects a failure having occurred in data centers 11 arranged in a plurality of positions and configured to communicate with each other. An extraction unit 51 extracts information on a handling method in the case where there is information on the handling method used for a past failure in the faulty data center 11, or extracts information on a handling method used for a past failure in another data center 11 when there is no information on the handling method.
