PROBLEM TO BE SOLVED: To provide an earthquake observation system and a seismometer capable of increasing the reliability of a waveform file transfer.SOLUTION: An earthquake observation system includes: vibration detection means (vibration detection part 22) for detecting vibrations due to an earthquake; generation means (control part 21) for generating waveform files based on the vibrations detected by the vibration detection means; register means (control part 21) for registering the waveform files generated by the generation means in a transfer list; transfer means (control part 21) for transferring the waveform files to a receiving device via communication means (communication part 25) in order beginning with the waveform file with a register date older than the date of those among the waveform files registered in the transfer list by the register means; and removal means (control part 21) for removing the waveform files transferred to the receiving device by the transfer means from the transfer list.
