PROBLEM TO BE SOLVED: To change flexibly, as required, the picture quality of a monitor video transmitted by a monitoring camera, with a minimum bandwidth.;SOLUTION: When an abnormality is detected by analyzing a monitor video with low picture quality transmitted from a monitoring camera 2, and a picture quality change request for changing the picture quality of the monitor video into a high picture quality is received, an analysis server 1 transmits a bandwidth change request to a bandwidth management unit 3 so that a bandwidth usable for the transmission of the monitor video is to be changed into a wider bandwidth, and transmits a picture quality change request to the monitoring camera 2 so that a monitoring video with high picture quality is to be transmitted.
