PROBLEM TO BE SOLVED: To make an appropriate security measure applicable in which the importance of handled information is taken into account in system security design, and prevent the leakage of a security requirement to be set in a system.SOLUTION: In requirement definition and measure planning assistance, a route 420 expressing a system to be designed by a plurality of zones and connecting between the zones in such a way as to make information transmission possible, and a security measure 413 for classifying into a zone boundary 419 that is a connection between the route 420 and each zone and a zone inside 418, and classifying a security requirement 403 and the measure to be taken into levels for each are registered in correlation. The route 420 also has the level of transmission data correlated thereto, the level 409 of the corresponding zone boundary 419 being determined in accordance with the transmission data level of the route.
