PROBLEM TO BE SOLVED: To provide a transceiver design device, a transceiver design method, and a transceiver design program that can propose an optimal manufacturing specification of a transceiver in an optical communication device within a finite time taking user accommodation distribution and line loss fluctuation into consideration.;SOLUTION: A transceiver design device, a transceiver design method, and a transceiver design program according to the present invention calculate budget distribution on the basis of the minimum light-receiving sensitivity and output power of a transceiver, i.e. random numbers generated in a predetermined manufacturing distribution range, calculate accumulative budget deficiency probability distribution corresponding to distance between optical communication devices by integrating and multiplying the budget distribution by line loss distribution and user distribution per distance, and determine the manufacturing specification of the transceiver so that the number of budget deficiency users at desired distance is within a permissible level.;SELECTED DRAWING: Figure 3;COPYRIGHT: (C)2016,JPO&INPIT
