PROBLEM TO BE SOLVED: To provide a power generating unit operation plan establishment system and power generating unit operation plan establishment method that make it possible to establish a profitable operation plan.SOLUTION: A power generating unit operation plan establishment system establishes an operation plan for a power generating unit capable of executing any operation mode of a power selling operation mode, no-load operation mode, and stop mode. The power generating unit operation plan establishment system compares a predicted power selling price with a power generation cost to determine whether or not the predicted power selling price is higher than the power generation cost; and, on the basis of a result of the determination, establishes the operation plan by calculating loss indexes according to the following formula (1), with respect to the power selling operation mode, no-load operation mode, and stop mode in a loss period in which the predicted power selling price is equal to or lower than the power generation cost, and selecting an operation mode having the lowest loss index.
