PROBLEM TO BE SOLVED: To prevent download from being interrupted by the lack of communication capacity when a communication terminal device downloads data.SOLUTION: A communication capacity management device includes: a remaining capacity management part which manages a remaining capacity of a communication capacity with a time limit of use for a radio communication line; and an additional purchase processing part which executes processing for additionally purchasing the communication capacity with the time limit of use. The remaining capacity management part acquires data amount information indicating a data amount of data stored in a transfer source communication terminal device in the case where data are transferred from the transfer source communication terminal device to a transfer destination communication terminal device, compares the data amount indicated in the data amount information with the remaining capacity of the communication capacity with the time limit of use at the transfer destination communication terminal device and, if the remaining capacity is less than the data amount, requests the processing for additionally purchasing a new communication capacity with a time limit of use at the transfer destination communication terminal device to the additional purchase processing part.SELECTED DRAWING: Figure 1
