PROBLEM TO BE SOLVED: To perform time slot allocation using the link band efficiently.;SOLUTION: The propagation delay time D of ring 1 lap, the division number M of line capacity, the band request matrix T to each path, and the frequency multiple P are inputted. Based on the F and D of a frame period F=M×D×P, D time slot cycles where the number of laps is M×P are derived.
