PROBLEM TO BE SOLVED: To provide a technique capable of making bias in a finite section of a random number sequence hardly occur.;SOLUTION: A prime random number sequence 1a output by a random number source 1 and a reverse trigger number sequence 5a are input into an XOR gate 6. The XOR gate 6 is controlled so that the prime number sequence 1a is translated and output according to on-duty allocation to determine allocation of a new random number value to each prime random number value through the reverse trigger number sequence 5a. A pseudo random number generator 5 updates the on-duty allocation to allocation selected from mutually different first and second allocations per allocation retention period equal to or longer than a repetition cycle of output of the XOR gate 6. A clock control circuit 4 updates the allocation retention period to a period selected from mutually different first to sixteenth periods per elapse of the previous allocation retention period. The selection of an allocation retention period from the first to sixteenth periods is performed using a hex random number sequence 3a of which appearance probability distribution is determined independent of length of each of those periods.;COPYRIGHT: (C)2016,JPO&INPIT
