PROBLEM TO BE SOLVED: To create a development capable of reproducing a three-dimensional structure without folding a plurality of polygonal lines at the same time.SOLUTION: A development creation device comprises a development acquisition unit and a cutting unit. The development acquisition unit acquires information showing a development and a pair of contour lines to be joined. The development includes: contour lines which represent the contour of a surface element group in which a plurality of surface elements constituting a surface of a three-dimensional structure are ranged; and polygonal lines for splitting between adjacent surface elements. The cutting unit converts a polygonal line to be connected to an included point, which is an apex of a surface element and a point not connected to a contour line, into a pair of contour lines.SELECTED DRAWING: Figure 1
