PROBLEM TO BE SOLVED: To provide a service application issue device for preventing service applications (hereinafter referred to as SA) having the same access code from being repeatedly issued to the same user.;SOLUTION: A service application issue device comprises: a service application distribution server for distributing, to a portable terminal, a service application for emulating operation of an IC card selected by a user; an issue data distribution server for distributing, to the portable terminal, issue data for a SA that activates the SA; and a user database for storing a service application issue table in which identification information for identifying a user, issue data for a SA that activates the SA, and an issue status showing an issue state of the issue data are associated with each other. The issue data distribution server, after outputting the issue data for the SA to the portable terminal, changes an issue status corresponding to the issue data in the user database from a status of being not yet issued to a status of having been already issued.;COPYRIGHT: (C)2016,JPO&INPIT
