PROBLEM TO BE SOLVED: To provide an evacuation simulation device, evacuation simulation method, and program capable of rapidly and appropriately formulating an evacuation plan in accordance with an actual disaster situation.SOLUTION: An evacuation simulation device 100 includes: a first simulation execution unit 110 for deriving, by a first simulation method, a plurality of optimal evacuation route candidates whose evacuation completion time is the shortest; and a second simulation execution unit 120 for selecting, by a second simulation method, an optimal evacuation route whose evacuation completion time is the shortest from the plurality of optimal evacuation route candidates.SELECTED DRAWING: Figure 1
