PROBLEM TO BE SOLVED: To achieve efficient operation while suppressing the fuel consumption of a fuel cell.SOLUTION: A power generation control device 1 includes first detection parts 22, 23 which detect output electric power of a fuel cell 13, and a control part 31 which controls a fuel supply amount of the fuel cell 13. The control part 31 makes the first detection parts 22, 23 detect output electric power associated with a plurality of fuel supply amounts, computes ratios of output electric power to respective detected fuel supply amounts as power-fuel ratios C, and selects Cmax with the largest power-fuel ratio among the plurality of fuel supply amounts, thereby making the fuel cell 13 generate electric power with the selected fuel-supply amount.
