A technique for prioritizing time-critical data for transmission in a power limited state during DC-HSUPA operation is described. User equipment (UE) may be in a power limited state. The UE can identify that unscheduled time critical data and scheduled data are available for transmission. The UE can detect that it is about to select a minimum transmission block size for transmission on the sub-uplink carrier. The UE may prioritize unscheduled time critical data over the scheduled data and may transmit unscheduled time critical data on the primary uplink carrier based on this priority. The UE can transmit data scheduled during a TTI different from the transmission time interval (TTI) in which unscheduled time critical data is transmitted. Unscheduled time-critical data and scheduled data can be transmitted using transmit diversity.
