PROBLEM TO BE SOLVED: To provide: a window heat insulation film that offers superior heat insulation properties, visible ray transmittance, and film strength, as well as suppressed curling; a manufacturing method therefor; a window heat insulation glass; and a window.;SOLUTION: A window heat insulation film is placed on an inner side of a window and includes a base material and fibrous conductive particle-containing layer. The fibrous conductive particle-containing layer contains fibrous conductive particles and a sol-gel cured product obtained by hydrolyzing and polycondensating an alkoxide compound of an element such as Si. The sol-gel cured product has a partial structure represented by a general formula 1 and a partial structure represented by a general formula 2 and/or general formula 3. The fibrous conductive particle content is 0.036-0.200 g/m2. A ratio of a reflectivity R(5.5 μm) to a reflectivity R(25.0 μm) is no less than 0.5 and less than 1.0.
