PROBLEM TO BE SOLVED: To allow for suppression of deterioration in the image quality of an image, by determining the propriety of implementation of noise removal processing, depending on the situation of noise superposed on an inputted image.;SOLUTION: Based on SATD calculated in a SATD calculation unit 14, a determination is made whether or not the noise removal processing for removing noise superposed on a coding block is implemented. If the determination result is that the noise removal processing must be implemented, an implementation determination unit 15 outputs an implementation command of noise removal processing to a noise removal unit 16, which implements the noise removal processing for removing the noise superposed on the coding block, upon receiving the implementation command of noise removal processing from the implementation determination unit 15.;SELECTED DRAWING: Figure 1;COPYRIGHT: (C)2016,JPO&INPIT
