PROBLEM TO BE SOLVED: To provide an umbrella control device and the like capable of reducing the risk of an umbrella theft.SOLUTION: The umbrella control device includes: communication means to receive from a terminal device a locking command for prohibiting an umbrella from being opened or an unlocking command for allowing the umbrella to be opened; and locking means for setting a state of the umbrella, when receiving the locking command, to a locked state where an opening is impossible and when receiving the unlocking command, setting a state of the umbrella to an unlocked state where an opening is possible.
