A technique for handover determination based on the absolute channel quality of the serving cell is described. For example, a method is provided that involves generating a set of handover parameters based on a serving cell signal quality report to avoid an access terminal ping-pong effect between a serving cell and another cell. The network entity receives a report on the serving cell signal quality from the reporting entity. A set of parameters is defined for the network event and sent to the access terminal, and the set of parameters is based at least in part on the received report. A set of parameters for the network event is sent to the access terminal.
