PROBLEM TO BE SOLVED: To provide a telephone answering service by video with cost reduction.SOLUTION: A telephone answering system is configured to: detect that a second mobile terminal cannot answer an originating call from a first mobile terminal; transmit to the first mobile terminal a short message in which a first URL is described; receive a video message transmitted in an access from the first mobile terminal by the first URL described in the short message; store the video message in a video message storage unit; transmit to the second mobile terminal a short message in which a second URL is described; and in response to a video message request in an access from the second mobile terminal by the second URL described in the short message, transmit to the second mobile terminal the video message stored in the video message storage unit.
