PROBLEM TO BE SOLVED: To provide a composition for a plug that can provide a plug of a quake-absorbing structure in which damping performance is satisfactory improved, moreover to provide: a plug for a quake-absorbing structure that excels in damping performance; and a quake-absorbing structure using the plug for a quake-absorbing structure.;SOLUTION: A composition for a plug comprises mixing an elastomer composition including an elastomer component and carbon black, and a powder, wherein the elastomer composition includes 150 pts.mass to 200 pts.mass of the carbon black based on 100 pts.mass of the elastomer component, and the carbon black includes a first carbon black having at least 150×10^-5 m³/kg of a DBP absorption amount. Moreover, a plug for a quake-absorbing structure is manufactured by using the composition for a plug.
