PROBLEM TO BE SOLVED: To generate an environmental sound capable of masking conversation of others and noise unnecessary to a listener to create silence, and relieving tension to develop mental calmness, without having more people feel any likes and dislikes or pleasure and displeasure.SOLUTION: An environmental sound generating device generates an environmental sound signal for indicating an environmental sound, which is emitted to form a sound environment, and constitutes a chain sound configured so that each individual sound lies in a row and successively shifts sound production start timing, that is one of its attributes. The environmental sound generating device comprises attribute setting means (step S21-S23) for setting at least one of the attributes of each of the individual sounds to a content selected by chance among contents within a selectable range specified for the entire chain sound or each section of the chain sound.
