Embodiments of the invention include systems, methods, computer readable media, and computer programs for determining and locating one or more faults on a power distribution network in a high resistance region. Embodiments of the present invention include a plurality of open conductor devices disposed on the lateral ends of a plurality of distribution transformers. Each of the plurality of open conductor devices is configured to determine, for example, an abnormal voltage reading and communicate such reading through the GSM / GPRS communication network to the master station. The master station is configured to determine or confirm the presence of one or more faults on the distribution network and the location of the one or more faults according to an embodiment of the invention.
